
UNITED NATIONS, January 27 (WSH) — Ambassador Munir Akram, Permanent Representative of Pakistan to the United Nations, on Sunday morning delivered a forceful statement during a Security Council meeting addressing the escalating crisis in the Democratic Republic of Congo (DRC).
Convened to confront the deteriorating situation in Eastern DRC, the session featured briefings from top UN officials and participation by regional representatives.
Reaffirming Support for DRC Sovereignty
Pakistan reaffirmed its strong support for the sovereignty and territorial integrity of the DRC. Ambassador Akram condemned foreign intervention in DRC’s internal affairs and called for the immediate withdrawal of Rwandan forces from its territory in accordance with the UN Charter.
Condemnation of M23 Violence
The ambassador strongly condemned the M23 rebel group’s attacks in North and South Kivu, including their capture of Sake and encirclement of Goma. These actions have led to widespread civilian casualties and the targeting of UN peacekeepers, resulting in multiple deaths and injuries.
“These attacks constitute war crimes,” Akram declared, urging the international community to hold the perpetrators accountable. He called for an immediate cessation of hostilities, a withdrawal of M23 forces from occupied areas, and adherence to the July 31, 2024, ceasefire agreement. Pakistan extended condolences to South Africa and Uruguay for the loss of their peacekeepers.
Humanitarian Response and Safety of Peacekeepers
Ambassador Akram called for urgent humanitarian assistance for the affected regions and unhindered access for aid organizations. He expressed grave concern for the safety of UN peacekeepers, particularly the Pakistani Artillery Battery stationed in Sake. He urged MONUSCO and the UN to redeploy the unit to a safer location to protect personnel and equipment, preventing critical resources from falling into rebel hands.
Strengthening MONUSCO and Military Strategy
Highlighting the advanced capabilities of the M23, Akram stressed the need for a more effective military strategy to counter the group. He criticized the premature withdrawal of peacekeepers from South Kivu, which included Pakistani forces, and called for reinforcements, adequate equipment, and political support to enable MONUSCO to fulfill its mandate.
Reviving Regional Dialogue and Addressing Root Causes
Ambassador Akram urged the DRC and Rwanda to resume negotiations under the Luanda process, facilitated by Angolan President João Lourenço. He called for the implementation of agreed measures, including the neutralization of armed groups and the withdrawal of Rwandan forces.
The ambassador also highlighted the role of illegal resource exploitation in fueling the conflict. He called for stronger oversight mechanisms to curb the illicit trade, working in coordination with the DRC government and international partners.
“Without decisive action, the suffering in Eastern DRC will persist,” Akram stated, reaffirming Pakistan’s commitment to supporting peace and stability in the region. He called on the Security Council to act swiftly to address the crisis and protect lives in the conflict-affected areas.
