
RAWALPINDI, May 9 (WSH) — The First China-Pakistan Green Low-Carbon Summit concluded recently at the Movenpick Hotel in Islamabad with its third-day session focusing on “Rawalpindi 2050: Building a Technologically Advanced and Sustainable Urban Future for Pakistan.”
Government officials, industry leaders, and scholars from both China and Pakistan convened to explore innovative pathways for sustainable urban development, green energy transition, and cross-sector cooperation.
The summit opened with remarks by Ar. Ejaz Ahmed Qadri, Chairman of the Pakistan Council of Architects and Town Planners, who reaffirmed the nation’s commitment to low-carbon development and emphasized the pivotal role of urban planning. Jahangir Khan Sherpao, President of the Architects Regional Council Asia, introduced a “smart, green, inclusive” residential vision for future cities.
Ms. Kinza Murtaza, Director General of Rawalpindi Development Authority, highlighted the city’s alignment with national and international sustainability standards, presenting it as a model for green development.
In the second segment, delegates discussed China-Pakistan cooperation prospects. Dr. Dong Bin, Chief Representative of the Sino-International Entrepreneurs Federation (SIEF), stated that since its founding in 2018, SIEF has facilitated over 200 international project collaborations and has become a vital bridge for China’s public diplomacy and trade engagement. He emphasized that the summit marked the first comprehensive involvement of China’s green industries in Belt and Road urban development, transitioning from traditional EPC models to “technology standard + industrial ecosystem” solutions.
Chinese industry representatives presented advanced solutions:
- Dr. Li Jianjun, Chairman of Armstrong Engineering Consultancy (Shanghai), introduced smart city master planning strategies with a focus on traffic and talent development;
- Dr. Chen Ji, co-founder of Shanghai Qingluan Technology, proposed integrated solar, wind, and green hydrogen systems to ensure Pakistan’s energy independence;
- Mr. Shi Shibin, Chairman of Guoyun Ltd., suggested a health-residential integration model to build senior-friendly, medical-supported communities;
- Mr. Cai Lingyun, Deputy GM of Fastlink Home Furnishings, shared modular construction techniques that improve efficiency and environmental performance;
- Mr. Liu Junsheng, GM of Monian (Guangdong) Technologies, showcased a “Green Kitchen + Six-Constant System” that offers energy-saving and carbon-reducing home solutions with a 92% emission reduction rate.
At the closing ceremony, Mr. Gou Xuefeng, Chair of SIEF’s Green Low-Carbon Committee, issued the “Rawalpindi 2050 Action Initiative,” outlining four key commitments:
- Joint innovation on renewable energy and sustainable materials tailored to Pakistan;
- Mobilizing global and private capital for green infrastructure and industries;
- Advancing interdisciplinary exchanges to nurture collaborative innovation;
- Launching pilot projects to demonstrate circular economy and climate resilience.
The summit reinforced China-Pakistan cooperation in green technology and sustainable urbanism. Chinese delegates emphasized that “Rawalpindi 2050” serves as a launchpad for accelerated regional low-carbon development.
Extended Activities: Visit to Blue World City and China-Pakistan Investment Company
Post-summit, the Chinese delegation visited Blue World City (BWC), a 510 km² urban project near Islamabad Airport designed to accommodate two million residents. With 40 km² already developed, BWC’s CEO Mr. Saad Nazir expressed strong interest in Chinese modular construction technologies and invited deeper cooperation in hospitality and industrial park development.
The delegation also met with Dr. Shahid Mahmud from the OIC’s Science and Technology Committee, Professors Du Huanzheng and Xiong Jian, and aerospace entrepreneur Chang Zhengyong to explore satellite, circular economy, and energy collaborations.
Further, the team visited the China-Pakistan Investment Company (CPIC), a joint venture between China Development Bank and Pakistan’s Ministry of Finance. GM Song Zhenwen and Mr. Fu Chaoqing shared insights on Pakistan’s socio-economic landscape and expressed readiness to finance green and high-tech initiatives.
With wide attention from all sectors of Pakistani society, Chinese participants expressed optimism for Pakistan’s potential and hope for more project implementations before the next summit.
To promote cultural diplomacy, SIEF presented over 20 Chinese Ru porcelain and Xinjiang ceramic artworks to Pakistani leaders and influencers, strengthening mutual understanding through artistic exchange.
